The 6th Global Conference on Transparency Research welcomes proposals for panels, individual papers, posters and roundtables, among other possible formats. All proposals were subject to a first round of double-blind review, and a second round of review by the Conference Advisory Committee.
Measuring Transparency: Impact, Compliance, and Implementation
How do transparency policies impact the quality of organizations and the experience of citizens? To what extent are governments, corporations, and other types of entities making efforts to implement transparency policies and comply with them? For better or for worse, policies need to be measured to be taken seriously in this datafied world. Yet questions remain as to whether we have valid and reliable ‘measures’ of transparency, much less whether measures can travel across different policy, political, or organizational contexts. Should we ‘metricize’ some aspects of transparency at all? This year’s Global Conference on Transparency Research calls on researchers to analyze existing measures of transparency, present their own measures, or use transparency data to evaluate the performance of organizations and the empowerment of key stakeholders in accessing and using transparent information. The conference embraces qualitative and quantitative examinations of all types of transparency, from open data to active and passive transparency, and a wide range of subjects, from business and finance, policy, politics and law, to surveillance and artificial intelligence, and beyond.

Welcome and General Instructions
- Access to FGV: make sure to arrive early on the first day (June 26th) for accreditation. You will need a copy of your passport in order to receive a card that gives you access to FGV buildings. Please, make sure to bring it.
- Dresscode: FGV has strict clothing rules in its premises, with no entry allowed when wearing shorts or flip-flops.
- Punctuality: the event will have a long series of activities, so we expect participants to respect the program schedule.
- Lunch options: there are no lunch options inside the FGV, so participants will need to go to restaurants close by. We have secured discounted rates from nice restaurants nearby; you can find directions on the flyers inside your bag.
- Party: we will have a party at Rio Scenarium, a samba gastrobar in an old mansion full of antiques in an old part of downtown Rio. If you would like to join, please visit the Conference’s website and buy your ticket before June 25th.
Guidelines for Presenters and Moderators
- Read the papers and prepare your questions: be prepared for the panels by reading the papers in advance and writing down queries or comments you might have.
- Guide and discipline presenters: we suggest that moderators get in touch with presenters and let them know which structure the panel will have.
- Prioritize audience engagement: make sure people engage with the speakers during and after presentations, ensuring time for questions and comments.
- Help the presenters engage with each other: get presenters to read each other’s papers and think about possible connections to promote a meaningful discussion.

Getulio Vargas Foundation Schools of Administration (FGV EBAPE) and Law (FGV DIREITO RIO) will be co-hosting the conference in collaboration with Columbia Global Center | Rio de Janeiro.
The Getulio Vargas Foundation (FGV) is a university and think tank based in Rio de Janeiro with a 70-year history. Created in 1944 to prepare students for professional public service, the FGV is the country’s first and most prestigious school of administration. The university has expanded its teaching and research to focus not only on public administration, but also business administration, the social sciences (history, IR, sociology), economics, data science, and law. The FGV’s main campuses are in Rio de Janeiro and São Paulo with a large online-course presence and satellite campuses throughout Brazil. Columbia Global Centers | Rio de Janeiro
O Columbia Global Centers | Rio de Janeiro, is a hub for Columbia programs and initiatives relevant to Brazil. Established in 2013, the Center contributes to Brazil's academic and research environment, while also allowing members of the Columbia community to increase their knowledge and explore academic opportunities within Brazil. The Center works in collaboration with local universities, non-governmental organizations, and public institutions to design cross-cutting, innovative programs that aim to improve the understanding of global challenges through a transdisciplinary, transcultural and applied perspective.
